The FAQs are divided into the following sections:
General Overview of INSTEP
What is the general procedure for INSTEP?
Here is a general outline of the steps involved in INSTEP. Please note that this is not a definitive list and that there are many other things that need to be completed. Please be totally familiar with the INSTEP website as it contains much information and many of these steps are explained in more detail there.
- Read INSTEP website to ensure that you understand the program and the commitment needed from you.
- Attend INSTEP INFO sessions.
- Research universities – courses, semester dates, language of instruction, etc.
- Ensure financial funding is available to you - do not depend on scholarships.
- Talk to parents – ensure their support.
- Ensure INSTEP fits into your academic program – talk to coordinator, offline course matching, use COURSEFINDER, ensure there are no clashes with other commitments.
- Apply via STUDENTLINK – apply ONLY to universities that you will absolutely accept if you are offered.
- Highly recommended to order your NTU transcript at this point.
- Wait for NTU allocations/offers to come out. Ensure NTU mailbox is not full.
- If you do not get a placement in the first round - Follow all directions in the email.
If you did get a placement:
- Choose one of two (2) options listed in the email…enter decision online within deadlines specified.
- Follow all directions under the option you have chosen (outlined in email and on INSTEP website).
- Ensure you read the INSTEP website thoroughly - you are responsible for knowing all aspects of the INSTEP program.
If you choose ‘ACCEPT’:
- Enter courses on STUDENTLINK (match about 10).
- Order transcript immediately - if not already ordered.
- Gather all documents for your application package immediately.
- Submit application package to INSTEP (IRO) - only during time stipulated (in email).
- INSTEP will nominate you to the Host University.
- Wait for acceptance package - do not contact Host University until you have been accepted. This may take 8 weeks minimum.
- Research Student Visa - do you need one? What are the requirements? Apply for Student Visa as soon as you can.
- Pick up application package when notified by INSTEP.
- Ensure you read the INSTEP website at every step to ensure you know what is expected of you and to find out more information about what you should do while overseas and upon your return.
Pre-application
Do all the university partners offer all their courses in English?
NO, not all our partners offer all their courses in English. It is the responsibility of the student to investigate the availability of English courses at the universities that they are interested in. Students can find this information on the Host University website. Links to this website are provided in the INSTEP brochure which is located on the INSTEP website.
Can part time students apply for INSTEP?
No, you must be a full time student at the point of application.
What semester can I apply for in the January intake?
You can apply for either Semester 1 or for a Full Year in the January intake.
What semester can I apply for in the August intake?
You can only apply for Semester 2 in the August intake.
Can INSTEP help me match courses?
Please approach your NTU School Exchange Coordinator for all issues related to academics.
What happens if I apply for a Host University and then there is some unforeseen circumance that prevents me from going abroad (e.g. such as a strike at the Host University or the Host University cancels the Exchange at the last minute)?
While this does not happen often, please note that it IS possible that it may happen. In such a circumstance, students may lose money that they have already spent for the Exchange (such as airline tickets, Eurorail passes, VISAs). NTU will not refund you the money you have spent.
Some of the Host Universities do not have the same semester dates as NTU - can we still apply to them?
Yes, you may still apply to these universities but you must be able to fit it into your program. Please consult your NTU School Exchange Coordinator for advice before you apply for such a university.
The semester of my Host University overlaps with the semester at NTU (e.g. my Host University semester ends at the end of January). Can I still go?
Please ask your NTU School Exchange Coordinator if you are allowed to miss the time BEFORE you apply for INSTEP. They have every right to NOT approve your application if they deem you will miss too much time at NTU.
What does 'one intake only' mean?
This means that you can only apply for this university during the intake when you read this. This university will not be offered in the next intake. This 'one intake only' specification usually only happens during the January intake. For example, you can only apply for ESADE (Spain) in the January intake - you may apply for either semester 1 or semester 2 but you can only apply in January.
Should I leave certain courses free for INSTEP?
Plan and leave room in your study plan to take up as many unrestricted electives (UEs) as possible during your INSTEP exchange. Even if you do not get an INSTEP placement on your first try, keep your unrestricted electives as you may be successful when you apply again.
How much does it cost to go on an INSTEP exchange?
While there is no definite answer to this question, we can provide you with a rough estimate based on what other students have told us. Please keep in mind that this is highly individual and that it depends greatly on your individual spending habits.

Can NTU students match NIE related courses?
Because NIE is an autonomous institute within the university, NIE students can only match courses to NIE courses. NTU students are not allowed to match NIE courses for their exchange programme.
Can I take courses that are major prescribed electives and core courses?
Overseas courses can be matched to any course type in NTU (i.e. core, prescribed electives, or unrestricted electives) subjected to the approval of the NTU School and that the overseas course is a close match to a similar course in NTU (to be approved by the NTU School Exchange Coordinator).
Are AUs earned overseas counted towards a minor? Can students take courses contributing to a minor overseas?
Courses taken overseas that are passed can be transferred back to NTU to be counted towards a minor. However, overseas courses must be matched to equivalent courses in NTU which constitute towards a minor. Prior approval must be sought from the offering School in NTU, and relevant correspondences (typically in the form of emails) must be made available upon request during credits transfer.
If prior approval (this means approval obtained BEFORE you take the course) is not sought, the offering school does NOT have to grant you permission at a later date if you decide then that you would like to declare the course as a minor. Please ensure that you seek PRIOR approval via email from the school that offers the course here at NTU. A list of exchange coordinators can be found on this website.
Please ensure that you keep your school/school exchange coordinator informed of any changes to your program and any courses you are planning to count towards your minor.
Do I have to match overseas courses to NTU courses for Unrestricted Electives?
It is strongly encouraged that all courses taken overseas to be matched to an equivalent NTU course. However, for overseas courses chosen by students to broaden their learning experience (in line with NTU Unrestricted Electives), it may not be necessary for them to be matched to an NTU course if there is no specific match. For example, you cannot match a course ‘Danish Language and Culture’ because we do not have a similar course. However, you may be able to match ‘Social Psychology’ as we do have a similar course.
However, if you intend to use the Unrestricted Elective course as a MINOR, then you will absolutely have to get prior approval from the school offering the course and you will have to match back the Host University course to an NTU course. Always get approval from your own school coordinator/school for courses you intend to take overseas BEFORE you go.
All other courses need to be matched to an NTU course and approval given by your school coordinator/school before you go on your exchange. PLEASE ENTER ALL COURSES YOU WISH TO TAKE OVERSEAS ON STUDENTLINK OR YOU MAY NOT GET CREDITS FOR THEM. Even if the courses you will be taking cannot be matched to an NTU course (unrestricted elective), you still need to enter them on STUDENTLINK.
What is the maximum number of AUs that can be transferred back to NTU from the Host University?
Reference should be made to the normal or maximum workload permitted by the School concerned for the same semester, if spent in NTU. Please approach your NTU School for advice/approval on course-matching and the number of AUs transferrable. Also, students must comply with the overall guidelines given in the AUS Handbook for the minimum academic years of study and number of graded AUs to fulfill to be eligible for the award of a Bachelor’s degree of the University.
Please note that the Host University may have some restrictions upon the numbers of courses an exchange student may take and NTU students are expected to follow the rules and regulations outlined by the Host University.
Do I HAVE to transfer back courses that I have failed while at the Host University?
All courses (passed or failed) reflected in the official transcript from the overseas Host University have to be transferred back to NTU and recorded in the NTU transcript.
I am doing a course at a Host University but I will not recieve a grade. Rather, I will recieve a 'Pass to Proceed'. Will these AUs be transferred back to NTU?
Yes, the AUs can be transferred back providing the following are met:

If your NTU School Exchange Coordinator/school has approved/matched this course for you IN ADVANCE.

If your NTU School Exchange Coordinator/school is aware of the grading scheme IN ADVANCE.

Your NTU School Exchange Coordinator/school approves the transfer of these credits IN ADVANCE.
Are there info talks on INSTEP for those students who wish to apply?
Yes, there are info talks at the beginning of every semester/intake. The timing of these talks will be announced via email and on this website.
How can I find out what courses have been previously matched at a Host University that I am interested in?
You can use ‘COURSEFINDER’ to complete a search.
What is ‘COURSEFINDER’?
COURSEFINDER is reference data base that provides a list of approved INSTEP courses taken by previous NTU students for credit at NTU exchange partners. This was only started about 3 semesters ago so the data is not complete. These are not the only courses you can match but rather, these are there to help you when you match your courses. This is merely a list of what courses have been matched by NTU students in the past. Please note that every course you match will also be entered into COURSEFINDER to help other students in the future. Also, please note that even though a course may be found in COURSEFINDER, you must enter it again to get approval for you.
Where can I find COURSEFINDER?
COURSEFINDER can be found on StudentLink.
How do I actually match a Host University course to an NTU course?
Please get a description of the Host University course that you would like to take (objectives, contact hours, etc). Compare and contrast that description with the NTU course that you would like to match. If you think they match about 70-80%, then you can submit it to your NTU School Exchange Coordinator for their approval. Please note that the NTU School Exchange Coordinators (or other professors) are responsible for course matching and they make the final decision. INSTEP does not match courses.
Before you are accepted to INSTEP, you must do this course matching offline. When you ACCEPT the offer from INSTEP, then you will be able to use STUDENTLINK.
You can use COURSEFINDER to help you. Also, your school may have a list of previously matched/approved courses....please check with them. Please note that even though a course may be found in COURSEFINDER, you must enter it again to get approval for you.
Does INSTEP match courses for me?
No. Please note that the NTU School Exchange Coordinators (or other professors) are responsible for course matching and for all things academic. INSTEP does not match courses.
Is there a deadline for matching courses?
Students are expected to do offline course matching BEFORE they apply to INSTEP. You will need this information to determine if a Host University is suitable for you.
Once you are allocated a placement by INSTEP and you accept it - you may then enter your courses on STUDENTLINK for official approval from your NTU School Exchange Coordinator.
We do understand that there are varying degrees of difficulty with this depending on the Host University but we do not want students applying for Host Universities or accepting offers without doing research and due diligence beforehand. This is because the exchange place is coveted and there are other students who would want it. If students do not do their research up front and then have to withdraw, we may end up losing the spot. We would really like to avoid this happening.
I want to match courses at a Host University but their Calendar/Bulletin/List of Courses is not updated - how can I do this?
Each Host Universtiy will release its Calendar/Bulletin/list of courses at different times - some sooner in the year, some later in the year. Please look at the courses that were offered in the same semester in the previous year to see what they offered. For example, if you are going in Semester 1 in 2010-2011, please check what courses the Host University offered in Semester 1, 2009-2010. Many times universities do not drastically change what they offer. Match about 10 courses so that you have options in case some of your courses are not offered in the semester you want to go.
Will the courses taken during INSTEP be counted towards my academic unit's requirement in NTU?
Yes, if the courses are approved by your School Exchange Coordinator, they will be considered for credit transfer upon completion of your INSTEP. Always consult with your school exchange coordinator when completing course matching. If a student fails to get a School Coordinator’s approval for course matching, the student runs the risk of not being able to transfer back the credits.
Will letter grades from the Host University be transferred back to NTU?
No, grades earned while on exchange are not transferable. Only Academic Units are transferred back to NTU provided you pass the course and the course has been approved by your school.
Will the courses I complete at the Host University affect my GPA?
No, they will have no effect on your GPA as only Academic Units are transferred back to NTU.
I would like to apply for semester 2 but the Host University has a semester from Jan - April and another semester from May - July/August. Which on would I apply for?
When you apply for semester 2 – you can choose any period from January – July. For example, some universities may have a semester that runs from Jan-April and another semester that runs between May – July/August. However, you are only allowed to stay for one semester ONLY. Each semester you stay is considered one exchange spot. Please note that you have to ensure:

1. That your NTU coordinator approves this choice BEFORE you apply (as you may miss some time in your NTU semester)

2. The Host University must approve the semester you would like to go (you will not get this approval until after you receive you acceptance package)

How many courses should I try to match at the Host University?
We recommend that you match approximately 10 courses. This will give you some alternatives in case some of your courses are not offered during the semester you have applied for. The more courses you match, the more likely you will be able to complete your exchange.
Are there specific language proficiencies that I must have for certain Host Universities?
Yes, certain Host Universities will have specific language level proficiencies. It is the responsibility of the student to investigate the language requirements of the Host Universities that they are interested in. Information can be found on the Host University website.
I am an International Student - do I need a TOEFL to go on exchange?
YES, you may need a TOEFL or other language proficiency test in order to be accepted to the Host University if you are a non-native English speaker. This depends on the Host University policies and procedures. INSTEP will respect the final decision of the Host University with respect to acceptance or rejection on the grounds of language proficiency. Ensure that you write any tests early so that there is enough time for the results to be sent to the Host University. Please look on the Host University website to see if they require a language proficiency test (i.e. TOEFL).
I am a Singaporean - do I need a TOEFL to go on exchange?
In general, Singaporeans who have been educated in English throughout their schooling do not need a TOEFL to go on exchange. However, there are certain Host Universities that do require a TOEFL from Singaporeans. If we learn of such universities, we will list them on our website (under 'Specific Host University Info'. It is the responsibility of the student to research the language proficiency at the Host University they would like to attend. INSTEP will respect the final decision of the Host University with respect to acceptance or rejection on the grounds of language proficiency.
Where can I find information about TOEFL?
Please look on the Internet for more information. You can write a computer based test in Singapore.
What should I consider if I would like to go on a student exchange?
Please consider the following:
- Does it fit into my academic program?
- Does it clash with any required element of my academic program?
- Financial planning?
- Do I need to take the TOEFL (or other language proficiency) test?
- Have I saved some unrestricted electives (UEs) to use on exchange?
- Do I have a minimum cumulative GPA of 3.6 - at the time of application?
- Do I have parental support?
- If I am in my last year, there is a chance that my transcript will not get back to NTU in time for convocation? Is this a risk I am willing to take??
- Language proficiency requirement at Host University?
- Will I have to overload when I return to NTU?
- Does my NTU School Exchange Coordinator support my decision to go on exchange?
- Am I willing to make a commitment to going on an Exchange if I should apply?
What should I be doing during this pre-application stage?
- Review the list of universities and courses offered
- Assess whether going abroad fits with your academic program.
- Talk to your parents, IRO peer exchange counselor(s) (Mon – Fri, 2-5 PM), or students who have previously gone on exchange (do note that things may have changed from year to year)
- Pick up to 5 universities that you are interested in and check to see if there are sufficient courses that you can match. Use COURSEFINDER to help you.
- Order a transcript from OAS (envelopes not needed).
- Check the language of instruction of courses you are interested in.
- Consider the fact that some Host Universities may require language proficiency tests (e.g. TOEFL, IELTS). Host universities can reject you because you haven’t taken a required test.
What sorts of things should I consider/review about the Host University?
You should consider the following (not a complete list):

Application to INSTEP
How do I apply for INSTEP?
You will receive an email stating the time of the application intake. You may submit your application online via ‘STUDENTLINK’. Please do not submit your application until you are sure about the semester and universities you are applying for. There are no changes allowed once you submit the application!
The application form says that I can choose 5 universities - do I have to choose five?
NO, you do not have to choose five if you do not want to. Please only choose those universities that you are absolutely willing and sure you want to go to. You must be as willing to go to your 5th choice as you are to your 1st choice.
I am a Masters student at NTU, can I apply for INSTEP?
The INSTEP program is a significant component of the NTU undergraduate experience and as such we endeavor to place as many students as possible given the number of exchange agreements we have. Undergraduate full time Singaporean students are given the highest priority. Currently, our demand exceeds our available exchange spots. You may wish to approach your school faculty advisor to discuss your interest in overseas experience.
Which Internet Browser should I use?
Please use INTERNET EXPLORER when submitting your application. Do not use any other browser! Applications that do not reach INSTEP because they were submitted on anther browser will NOT be accepted. No exceptions.
When I apply, will I receive an acknowledgement slip?
Yes, if your application form is filed successfully, you will receive an acknowledgement slip. If you do not receive this slip, please resubmit your application. Ensure that you use Internet Explorer only to submit your application.
I missed the application deadline; can I still apply to INSTEP?
No late applications will be accepted.
I submitted my application but now I want to change it – is that possible?
No, once you submit your application, you CANNOT change it. Be SURE of the semester and Host Universities you are applying for. Please complete thorough research!
Will I always get my first choice of universities that I listed?
NO, if you get a placement, there is no guarantee that it will be your first choice. Therefore, only choose Host Universities that you are SURE you are willing to go to. You must be as sure about your fifth choice as you are about your first choice.
Is there a minimum cumulative GPA that I must have to apply?
All students must have a minimum cumulative Grade Point Average of 3.6 at the time of application in order to apply. Students with less than 3.6 will NOT be considered for exchange.
How can I find out what my cumulative GPA is?
You can check your cumulative GPA on STUDENTLINK under ‘Cumulative Examination Results’.
If my school coordinator does not approve my application to INSTEP, can I still go on exchange?
NO, you need the approval of your NTU School Exchange Coordinator in order for you to go on an INSTEP exchange. The coordinators engage in an approval process after applications have been submitted.
Will I be notified if my application is not approved?
Yes, you will be notified via NTU email. Please ensure your mailbox is not full.
Can I apply to INSTEP if I have gone on INSTEP, GIP, CAO overseas attachment, or GSS before?
Yes, but we would like to give as many students as possible the opportunity to study abroad, and thus may lend priority – all other factors being equal - to those who have not yet had an academic or research experience overseas. We ask for your understanding.
What does ‘overseas exposure’ mean?
This means that you have gone on an INSTEP, GIP, CAO overseas attachment, or GSS exchange program in the past. Please note that if you have gone to another university under the GIP Prelude program, the fee-paying scheme, or attended GSS (fee paying) – UC Berkley, UC UCLA, UC San Diego ....this does not count as overseas exposure.
Can I apply for INSTEP in my final year?
Yes, if you are in your final year, you may apply for INSTEP. However, you can only apply when you are in semester 1 of your final year. You may not apply for INSTEP in semester 2 of your final year. However, if you attend a Host University during your final year, please note that you may not be able to get your transcript in time for convocation/graduation. This is a risk that you must be willing to take – INSTEP cannot guarantee that you will get your transcript in time. Therefore, if you would like to be overseas during your final year, you must accept that this is a very real possibility.
I would like to apply for semester 2 but the Host University has a semester from Jan - April and another semester from May - July/August. Which one would I apply for?
When you apply for semester 2 – you can choose any period from January – July. I am an international student, can I return to my home country for exchange?
International students are welcome to apply for INSTEP but NO; you may NOT apply for an exchange to your home country as this would defeat the primary objective of exchange programme. If you apply to your own country, you forfeit your choice.
Can I apply for exchange if the placement available in the particular university that I prefer is not relevant to my school?
In some cases, exchange is only applicable to specific schools/colleges. Students who are not from the stipulated school/college are not eligible to select the Host University as their exchange destination.
Can I apply for INSTEP, CAO attachment, GSS, and GIP for the same semester?
Yes, you may. However, you can only accept ONE if you are offered more than one. There may be a financial penalty imposed if you decide to withdraw from one program to accept another program. As these programs may make offers at different times, if you have one offer, you must decide if you would like to take it within the stipulated ACCEPT/REJECT period.
Can I apply for INSTEP and GSS in the same intake?
Yes, you may. However, you cannot accept both if they are offered to you - even if the time of the exchange does not clash. IF YOU ACCEPT BOTH, YOU WILL BE DROPPED FROM BOTH AND YOU WILL NOT BE ALLOWED TO GO ON AN EXCHANGE AT ALL. As both programs may make offers to you at the same time, you must decide which one you would like to take within the stipulated ACCEPT/REJECT period. Please note that this does not apply to GSS - Fee paying (UCLA, UC Berkley, etc). You may go on one of these and also go on an INSTEP exchange.
I am a scholarship holder. Will I be eligible to apply for INSTEP?
Scholarship holders are welcome to apply for INSTEP. However, it is advisable to obtain an in-principle approval from your sponsor concerning your participation BEFORE you apply.
In which year of study can I participate in INSTEP?
You should complete at least one year of study in NTU before participating in the programme. Therefore, you can apply for INSTEP in Year 1, Semester 2 for Year 2, Semester 1 or 2. You cannot apply in Year 1, Semester 1. Please note that some Host Universities require students to have more than one year completed (please see SPECIFIC HOST UNIVERSITY INFORMATION for a list of some of these). It is the responsibility of the student to research the requirements of the Host University and comply with all requirements.
Also, you may not apply for INSTEP when you are in semester 2 of your final year. You may apply in semester 1 of your final year but not semester 2.
Are there any other NTU school restrictions?
Different schools may impose certain restrictions – please check with your school coordinator.
Are there any other Host University school restrictions?
Please check the Host University website for exact details as Host Universities may change their policies at any time. Some examples (not a complete list) of Host University restrictions are found on this website under the 'Specific Host Univeristy Information' page. Please note that it is the responsibility of the student to ensure that they comply with ALL rules and regulations of the Host University.
Do I pay tuition fees to the Host University?
No. As part of the INSTEP program, you pay fees to NTU and not to the Host University.
I would like to overload and do more than 4 or 5 courses at the Host University -may I do this?
You must always follow the rules of the Host University and get approval from your NTU school coordinator in advance. Please check the Host's website and check SPECIFIC HOST INFO on the INSTEP website to see if there is anything written about this. Please ensure that your NTU school coordinator approves you doing more than the normal workload at the Host University.
Because you want to do more coures, please match 10-12 courses on STUDENTLINK. On your application form - please ask the Host University if you can do more courses and list the ones you would like to take. The Host may or may not let you - you have to abide by their rules. Please be aware that you may be charged a fee for doing more courses.
Are there any fees that I must pay to the Host University?
Yes, you may have to pay some fees such as health insurance, computer fees, library fees, sports fees, etc to the Host University. This varies considerably from university to university - sometimes up to $500 USD. Please check with the Host University website for details. Please note that INSTEP cannot waive these fees for you.
I am a common Engineering Student – can I apply to INSTEP?
Only Common Engineering students who have been streamed may apply for INSTEP. Please ensure that you are streamed at the time of application to INSTEP or your application will be rejected.
I am currently on NTU’s Accelerate Bachelor’s programme (ABP), am I allowed to participate in INSTEP?
Yes, but you are only allowed to participate for 1 semester of exchange.
What exactly are the exchange networks of IIE/ASE3?
These are networks of universities which allow for student exchange. INSTEP will submit your application to them on your behalf and they try to find you a placement.
Please note the following:
- You may not always get your first (or even second) choice.
- This process is lengthy.
- Information may change without our knowledge.
- Universities may opt out of the network without our knowledge.

What is the process for IIE and the ASE3 network?
If you want to apply for IIE or ASE3, you will apply to INSTEP for a specific university. Please note that these universities will have either (IIE) or (ASE3) at the end of their name when you apply. If you get a spot from INSTEP, we then send your application package to either the IIE or ASE3 network and these networks will forward your application on to the university you have chosen. It is then up to the university to accept or reject you. Please note that you only get one choice of university.
If INSTEP nominates me to a Host University/network, does that automatically mean that I will get an exchange spot?
NO, Host Universities have the right to accept or reject any student that we nominate. For example, if a TOEFL is required by the Host University and the student does not have one, they may reject the student.
Is priority for exchange spots given to final year students?
NO, priority for exchange spots is not given to final year students. There is no priority given based on year of study.
Is priority for exchange spots given to Singaporeans?

Allocation of Host University exchange spots by INSTEP
How do I know if I have received an exchange spot?
You will receive an email from INSTEP informing you if you have received an exchange spot. This email will also have further instructions for you. INSTEP will contact your via your NTU email account - please ensure it is not full. INSTEP does not take responsibility for non-delivery of messages due to full email mailboxes.
I received an email from INSTEP telling me that I have received an exchange spot – what do I do?
You have to decide if you would like to accept this placement. You MUST go online to ‘STUDENTLINK’ within the timeframe stipulated in the email and choose ONE of the following:
- Accept
- Reject and withdraw from INSTEP (no further follow-up from the student is required)
If you do not select one of the options by the deadline stipulated, INSTEP will automatically interpret this as if you had chosen “Reject and Withdraw from INSTEP” and you will NOT be eligible for the second round selection.
What does it mean if I select 'ACCEPT'?
- You should proceed with matching courses with your school coordinator using STUDENTLINK. All revisions to course matching should be shown on StudentLink.
- Prepare your complete application package (the application package that INSTEP will use to nominate you to your Host University) – incomplete packages will NOT be accepted.
- You should order your NTU transcript immediately (degree audit is not accepted) from Office of Academic Services (OAS). This takes about 5 working days. This must be paid for before OAS will process it.
- Prepare any and all documents needed – O/A level documents, bank statements, NTU transcripts, passport, etc. DO NOT WAIT!!
What does it mean if I select ‘REJECT AND WITHDRAW FROM INSTEP’?
- This means that you have decided that you do not want the exchange placement that was offered to you and you wish to withdraw your name from any further consideration.
- Your name will be removed from our database.
- No further follow-up is required from you.
- You are free to apply again in future intakes providing you meet the selection criteria and you have the approval of your school coordinator.
- This rejection will not affect any future applications.
- You will not be eligible for second round selection
- There is no financial penalty if you withdraw at this stage.
I am allotted an exchange spot, is there financial aid available?
Please refer to the INSTEP website for information on available scholarships. Also, students can apply for a student loan through Office of Financial Aid and Admissions (OAFA) located in the Student Services Center.
I received a placement at a Host University but I forgot to go into ‘STUDENTLINK’ and accept it before the deadline. Can I accept it after the deadline has passed?
NO, if you do not select one of the options by the deadline, INSTEP will automatically interpret this “Reject and Withdraw from INSTEP” and you will not get your placement and you will NOT be eligible for the second round selection.
I have accepted an exchange placement at a Host University; do I need to complete a Leave of Absence (LOA)?
No, only students who are going to another university under the fee-paying scheme should fill out this document.
What is a Leave of Absence (LOA) form?
The LOA serves as a document to ensure that the student’s records will be kept intact under the Office of Academic Services (OAS). An administration fee is charged for this service. The procedure to apply for LOA is essential. Fee-paying applicant should apply for a LOA once they had received their acceptance letter from the Host University.
Where do I get the LOA form?
Apply for the LOA form from the Office of Academic Services (OAS) in the Student Services Centre, Level 1.
I applied to INSTEP in January intake and received a placement for Semester 2 - do I submit my application package in February - March - April?
Yes, please submit as per the times outlined in the email that was sent to you.
What should be in the ‘Complete Application Package’?
Each university has its own requirements for their application package. Students must go to the Host University website where they have been allocated a spot to ensure they have all documents required. These documents may include:
- Paper copy of the Host University application form (most, but not all, universities have this).
- Online Host University application form (if Host University has this). If you have to do an online application form, try to print it and submit it with your application package.
- TOEFL (or equivalent) results (see FAQ on TOEFL)
- Proof of financial funding (only needed if it is required by the Host University). Most students get an original signed letter from their bank but check to see if the Host University has a specific form.
There are, however, some documents that ALL students must submit. They are:
· Photocopy of passport (the page with your picture/personal details). Please ensure this photocopy is of very good quality and ensure that all details are readable and that picture is clear. Advice - scan in your passport and print the scanned copy.
· Photocopy of GCE ‘O’/’A’ level certificates (mandatory for Singaporeans; Foreign students may or may not have this).
· Official NTU transcript (see FAQ about this) - envelopes not needed.
· 3 passport size IDENTICAL photographs (Use a pen to print your name & Host University in English clearly on the back of each picture. Glue ONE picture to the application form, if there is an application form. If no application form, glue picture to an appropriate page. Include only 3 identical photos in total - unless the Host University asks for more. If your Host University name is really long - please use common sense to put an appropriate name on it (e.g. Norwegian University of Science and Technology - NUST, Norway or San Diego State University - SDSU, USA).

Do all Host Universities have application forms?
Most Host Universities have application forms but not all do. Some require the student to apply online. If you have to apply online, please try to print your application form and include this with your complete package. INSTEP will notify you via email if you are in this group. Some examples include, but are not limited to, University of Maastricht, Bocconi University, University of Copenhagen, ESADE, University of British Columbia, Vienna University of Economics & Business Administration.
I have to submit my application package to INSTEP and I have to list the courses I want to do but my courses have not been approved on STUDENTLINK yet - what do I do?
If you have placed your courses on STUDENTLINK for several weeks with no response, you may personally contact your NTU school coordinator (via email, telephone, or personal visit) to ask about the status.
However, if your courses are still not approved by your application deadline, please list on your application form 10 courses that you would like to do while you are at the Host University (please use the Host University title/number). Please indicate which courses you 'NEED' and which ones are 'alternatives'. Please know that a Host University may not be able to give you all the courses you list under 'NEED'. Thus, please have some viable alternatives listed.
Does my passport need to be valid?
Absolutely. Please ensure that your passport has at least 6 months validity remaining on it FROM THE DATE YOU ENTER/LEAVE THE FOREIGN COUNTRY (the Embassy will be able to give you the requirements for its country). It is the student's responsibility to ensure that this condition is met. The Host has every right to reject you if your passport is not valid.
Where do I get a 'Letter of Academic Reference' or 'Recommendation Letter'?
You should approach one of your professors who knows you well or your school coordinator for such a letter.
Where do I get a 'Letter of Nomination'?
INSTEP will nominate you to your Host University so there is no need for this letter (we send them an email with your application package). However, be careful that you do not confuse this with a 'Letter of Reference' or 'Letter of Recommendation'.
My Host University asks for a 'Certificate of Enrollment'. What is this and where do I get it?
This is a letter stating that you are a full time registered student at NTU. You may obtain this from the Office of Academic Services. It is similar to a 'Letter of Matriculation'.
My Host University asks for a 'Letter of Motivation' or 'Letter of Purpose'. What is this?
This is a letter written by the NTU student stating such things as why you applied to this Host University, why are you motivated to go there, what is your purpose for attending the Host University, and what do you hope to accomplish while there.
My application to the Host University asks for 2 signatures - a departmental signature and an institutional signature. Who should sign?
Departmental signature - your NTU school coordinator
Institutional signature - INSTEP
However, if the 'institutional signature' is for approval of courses/study plan/learning agreement, please ask your NTU school coordinator to sign. Remember - only your school coordinator can approve courses; the INSTEP office cannot.
My Host University asks for the Home campus contact person - who should I use?
If the signature required is to certify/approve COURSES/STUDY PLAN/LEARNING AGREEMENT, then please get your NTU coordinator to sign it. Please note that INSTEP general office cannot sign for this.

Do I need 'Certified True Copies' of my documents?
Only provide this if your Host University specifically asks for it. Otherwise, photocopies are fine.

I would like to do more than the number of courses outlined by the Host University but the Host University needs a letter from NTU - where do I get this letter?

It is recommended that you order your NTU transcript immediately after you decide to accept your allocated exchange spot (on STUDENTLINK) as it will take approximately 5 working days to process. When do I have to submit my Complete Application Package to the IRO General Office so they can nominate me to the Host University?

How do I know what Host University spots are open in the second round?

Acceptance Packages from Host University for those who have been allocated an exchange spot through INSTEP
How do I get my acceptance package from the Host University?
INSTEP asks that all Host Universities send the acceptance packages to the IRO General Office. When INSTEP receives the acceptance package, it notifies the student immediately. Students must come to the IRO General Office (or ask a friend or family member) to collect the acceptance package. We ask that all acceptance packages and transcripts be sent to the INSTEP office.

What are the office hours for the IRO General Office?
Walk in consultation as well as collection of Host University acceptance packages, transcripts, and Certificates of Participation is from 2 – 5 PM Monday to Friday.
My acceptance package is at the IRO General Office, is it possible for INSTEP to send it to me as I am unable to come to the IRO office to collect it?
No, INSTEP is unable to send your package to you in the mail. However, you may ask a family member or friend to collect it on your behalf. Alternatively, you may arrange for a courier service to pick it up but all charges associated with this are the responsibility of the student.
How long does it take to get the acceptance package from the Host University?
Each university has its own timeline for processing applications so the acceptance packages arrive at IRO over a 2 -3 month period. Normally, it will take between 6 – 8 weeks from time INSTEP nominates you to the Host University. Please note that this is not 6 – 8 weeks from the time the student submits the completed application package to the IRO office.
Please contact INSTEP (INSTEP@ntu.edu.sg) eight (8) weeks before the start of your Host University program if you do not have your application package and INSTEP will contact the Host University on your behalf. Do not contact the Host University until AFTER you have received an Acceptance Package.
My Host University sent my acceptance package to me and not the INSTEP office – what should I do?
Contact the INSTEP office immediately (INSTEP@ntu.edu.sg) and tell them that you have received your acceptance package. Include in this email a scanned copy of the actual acceptance letter (only the actual acceptance letter is needed).
Should I make a copy of my Host University acceptance package?
INSTEP would advise that you make a photocopy of your acceptance letter.
Should I contact the Host University BEFORE I get my acceptance package?
NO, do not contact the Host University to enquire about your acceptance package BEFORE you actually receive it. If the Host University is to be notified, INSTEP will do this on your behalf.
Can I contact the Host University after I get my Acceptance Package?
Yes, after you are accepted at the Host University, you may contact the Host University. You will be given information in your acceptance letter as to who to contact. Please follow all instructions contained within the acceptance package.
I am going on an exchange – should I alert my Hall Officer?
Yes, students who are going on exchange should contact their Hall Officer.
Do I need to apply for a VISA for my Host Country?
Please contact the Host Country Embassy for up-to-date details on Visa applications. This is the responsibility of the student.
What documents will I need for the Visa application?
The documents you will need will vary from Host Country to Host Country – please check with the Host Country Embassy for the most up to date information. Typically, students will need (this is not a complete list):
- Valid passport
- Letter of Admission/Acceptance from Host University
- NTU INSTEP Letter of Certification (can only be obtained after student receives an acceptance from the Host University)
In order to apply for a student Visa to the Host University’s country, they say I need a letter from NTU – what is this?
This letter is called an ‘INSTEP Letter of Certification’.
What is the NTU ‘INSTEP Letter of Certification’?
This is a letter from NTU that confirms that you are indeed a matriculated student who is taking part in the Student Exchange Program.
Where can I get this ‘INSTEP Letter of Certification’?
This letter can only be obtained AFTER you have received your acceptance package from the Host University. Please come to the IRO General Office (weekdays between 2 – 5PM) to collect it...it only takes about 5 minutes. You will need your matriculation number and the original acceptance letter from the Host University.
How long will the Visa application take?
All questions pertaining to the Host Country Visa application can be directed to the Host Country Embassy. Please contact them directly with questions as they will have the latest updated information.
Will I automatically get on campus housing at the Host University?
No, this will be at the discretion of the Host University and it is NOT guaranteed. After you have been accepted by the Host University, you may contact them about applying for housing. Many times the Host University will send information about housing in their acceptance package. Sometimes Host Universities DO NOT offer housing on campus and students have to find accommodations on their own. BE PREPARED TO FIND YOUR OWN ACCOMMODATIONS (OFF CAMPUS) IN ALL HOST UNIVERSITIES. Research this BEFORE you apply to INSTEP.
Do I need to purchase medical and/or travel insurance?
Most of you may have to purchase the Host University Health Plan as it may be a requirement of the Host University you are attending. This is university specific - please check with the university website or they will tell you when you are accepted. If it is a requirement of the Host University, then it is expected that NTU students will comply. INSTEP/IRO highly recommends that you purchase both travel and health insurance – especially insurance that will cover you from the day you leave Singapore. INSTEP does not recommend any one insurance agent.
Do I have to complete a medical to go on an INSTEP exchange?
It is most advisable that you complete a medical prior to your exchange. You can consult any medical center you wish for this but if you would like to complete this medical at the NTU campus clinic (Gethin Jones), forms can be obtained directly from their office. It is recommended that the medical be completed at least one month prior to the date you plan to leave for your exchange.
Withdrawals from INSTEP after you have accepted your Host University placement
If I am given an exchange spot during the INSTEP application process and I accept it online with StudentLink but discover later that I cannot go, can I defer it to another year/semester, change university, or give it to a friend?
No, you cannot defer your exchange spot to another year or semester, give it to a friend, or change universities. Once you are assigned an exchange spot, you cannot change it so be absolutely sure before you accept a placement that is offered to you.
I have accepted an exchange placement with INSTEP but I have to withdraw – what is the procedure?
Please contact your school coordinator immediately to inform them you would like to withdraw. Also, please contact INSTEP through the INSTEP mailbox (INSTEP@ntu.edu.sg) to request an “INSTEP WITHDRAWAL FORM”. Please follow the instructions on the form.
I have accepted an exchange placement with INSTEP but I have to withdraw – is there a penalty?
If you withdraw for valid reasons, there is no penalty. If your withdrawal is for an invalid reason, a $300 penalty will be imposed and you will be placed on lower priority should you apply to INSTEP again in future intakes.
What are some examples of ‘valid reasons’?
Valid reasons for withdrawal from INSTEP after you have accepted an exchange placement at a host university include, but are not limited to:
- Medical reasons (documentation required)
- Death in the family (documentation required)
- Course matching issues (confirmation by the school coordinator required)
Can I be placed on the waitlist for second round selection if I withdraw AFTER accepting a host university exchange placement?
If you have to withdraw AFTER you have been offered and selected to ACCEPT the placement, you CANNOT be placed on the waitlist for the second round.
While you are abroad on your Student Exchange
I am at the Host University and I want to add a new course – can I transfer back these credits to NTU?
Please update StudentLink with any new course additions and obtain approval from your School Exchange Coordinator. If you do not get approval from your school, you run the risk of not being able to transfer back the AUs.
Will I automatically get on campus housing at the Host University?

No. The status of exchange will not be updated in the degree audit of any student participating in INSTEP. His/Her overseas credits will be reflected in the degree audit once the credits transfer is completed.
Is there anything I may have to do while overseas that relates to INSTEP?
INSTEP would ask that you do the following:
- Always update StudentLink & your School Exchange Coordinator when you make changes to your program.
- Please continuously check your NTU email account.
- Please deliver NTU brochures to the Host University International Relations Office, if asked by IRO.
- Please volunteer to do presentations about NTU/Singapore, if asked.
- Please volunteer to attend any Study Abroad fairs on behalf of NTU, if asked.
- Please be a good ambassador of NTU/Singapore.
Do I have to update STUDENTLINK continually?
Yes, update StudentLink each time you make a change to your courses...even when you are at the Host University.
Should I check my NTU email when I am abroad?
Yes, please consistently check your NTU email address even while abroad – it is the best way for INSTEP/NTU to contact you. Please ensure that your mailbox is not full!
I would like to extend my student exchange to stay another semester –how do I do this?
Please contact INSTEP (INSTEP@ntu.edu.sg) to request the extension. In this email, please outline your reasons why you would like to extend your exchange. Please note that extensions are very rarely given as demand for exchange spots exceeds available spots and we would like to give this opportunity to as many students as possible. Please DO NOT approach your Host University until you get approval from INSTEP first. If you are granted approval to extend for another semester, INSTEP will contact your Host University directly.

Do I have to submit an Exchange Report?
Yes, you are required to submit an Exchange Report.
What is an Exchange Report?
An Exchange Report is a report that the student generates that summarizes their exchange experience at the Host University. It will be available to other students who are interested in your Host University so make sure that everything you are willing to share everything in the Exchange Report. Also, please note that some of your pictures may be used for promotional materials and we reserve the right to use them.
The Exchange Report should be:
- On a CD
- 500 words or more
- Typewritten
On the cover of the Report/CD please place on the label:
· Your full name
· Your Host University & Country
· The Period of Exchange (e.g. AY08-09, Semester 2)
Suggested Format:
Please divide your report into short sections, including, but not limited to:
- All about Visa and Health Insurance. Length of time to obtain. Possible time sensitive issues. Other suggestions...
- All about the Host University and Country. Include unique or particularly interesting stories. (e.g. short daylight hours in November in Sweden). Places for short trips, places to avoid. Write about personal and academic benefits arising from the exchange.
- All things practical. Financial aspects, cost of living, accommodation, food, transportation, and health insurance. Please include cost estimates.
- English needed to go to the Host University (if it is not an English speaking University).
- Suggested items to bring - such as special clothing.
- Clear photographs of the university/city. On the photographs, kindly state the name of the place and where the photographs were taken for easy reference. Ideally take photographs that bring out the richness of the exchange experience and shows diversity.
Is there a deadline for submission of the Exchange Report?
Yes, for Semester 1 exchange, please submit by February 28th. For Semester 2, by August 31st.
How do I get my ‘Certificate of Participation’ in INSTEP?
You must bring your Exchange Report to the IRO General Office (weekdays between 2-5PM) and then you will receive your ‘Certificate of Participation’. Please note that no certificates will be distributed until the Exchange Reports are submitted.
Why do I need a transcript from the Host University?
The credits that you have earned at the Host University will NOT be transferred back to NTU unless you have an official transcript from the Host University. It is the students’ responsibility to ensure that they receive their transcript. Please note that OAS will not accept any transcripts with spelling mistakes in the name of the student. Also, OAS will not accept any 'unofficial transcripts/grade reports' from the Host University. Students receiving transcript from INSTEP or directly from Host University should check whether their name is correct, and other information like courses, period, etc are all in order.
How do I get my transcript from my Host University?
All Host Universities are asked to send the student transcript directly to the INSTEP office (IRO General Office) directly. Once it arrives at IRO, the student will be contacted immediately (via NTU email account) to collect it. If you do not receive an email from us alerting you that your transcript is at our office, then we have not received your transcript from the Host University.
If the student cannot collect the transcript from the INSTEP office personally, they can assign a friend/family member to collect it on their behalf. The friend/family member must have a copy of the email and the student's metric number. The transcript can be collected on weekdays between 2-5PM.
I have received a transcript from the Host University and it is not in English – what should I do?NTU does not accept non-English transcripts. It is the responsibility of the student to request for an English transcript from the overseas Host University. If an English transcript cannot be obtained, the student must get the original non-English transcript translated into English by a legitimate source (e.g. Embassy of that Country, please check with INSTEP for approval BEFORE using another source). Translation fee will be borne by the student as no reimbursement will be allowed.
It’s been two months since I have returned from my exchange and I have not received my transcript – what should I do?
You should contact your Host University and request that a copy of your official transcript be sent to INSTEP/IRO General Office. Our address is found on this website.
My transcript is at the IRO General Office, is it possible for INSTEP to send it to me as I am unable to come to the IRO office to collect it?

My Host University sent my transcript directly to me and not to the INSTEP office – what should I do? Contact the INSTEP office immediately (INSTEP@ntu.edu.sg) and tell them that you have received your transcript. Include in this email a scanned copy of the actual transcript. Also, please bring the original transcript either to your school coordinator for verification as it will be needed for credit transfer.
What do I need to do to get my credits transferred?
Please contact INSTEP immediately should you receive your transcript directly from the Host University. Please send a scanned copy of the official transcript to INSTEP and they will begin the credit transfer process.
How long does it take to transfer the credits?
This process takes about one month.
How do I know when my credits are transferred?
Once your credits obtained from the Host University are transferred back to NTU, they will appear on your degree audit. You will also recieve an email from OAS.
Which department actually transfers the credits from the Host University?
OAS (Office of Academic Services), in conjunction with your NTU school, will complete the process of transferring your credits. INSTEP will start the process when it receives a copy of your official transcript.
Will the grades obtained overseas affect the classification of my honours?
No, your honours classification will not be affected. There will only be credit transfer for the courses that are passed - no grades will be transferred back to NTU. However, all overseas courses (passed or failed) will be reflected in the NTU transcript.
